Tropical Flooding Downpours Target Philippines, Vietnam

Rounds of tropical downpours threaten to cause flooding across the Philippines this week with the danger also spreading to Vietnam.
Despite struggling to develop into a depression or storm, a tropical low will still threaten the central Philippines by delivering flooding downpours Wednesday through Thursday night.
The downpours will spread in an east-to-west fashion across the nation's Visayas Islands and neighboring parts of Mindanao and Luzon, dropping a general 50 to 100 mm (2 to 4 inches).
Such rain could trigger localized flash flooding, especially in low-lying and poor drainage areas.
Cities in the path of the tropical low's drenching rain include Tabaco, Tacloban, Dumaquete and Iloilo. The capital city of Manila will escape the majority of the downpours.

After soaking the central Philippines, the tropical low will continue westward across the South China Sea. It is during this time when the window will open for the low to attempt to organize into a tropical depression. Odds are against the low rapidly strengthening into a strong tropical system.
Regardless of development, the low is expected to reach Vietnam in the vicinity of Quy Nhon, Nha Trang and Phan Rang this weekend. Flooding downpours will remain a concern, as will gusty winds if the low strengthens into a depression prior to reaching land.

The danger for flooding this week will not diminish across the Philippines as the tropical low heads to Vietnam.
A new tropical low will follow in the footsteps of the first low this weekend and return downpours to many of the same areas. Some communities that escape flooding Wednesday through Thursday night may not be as lucky this weekend due to the ground being saturated.
Attention will then turn toward the western Pacific Ocean, where concern is mounting for a possible tropical storm or typhoon to take shape next week. AccuWeather.com meteorologists will be closely monitoring this potential and any future impacts on the Philippines.
